Then why would they exclude servers 1-10 if the city numbers are the same???
You realize they're up to server 26, right? By your theory, they should include 11-26 as well since those servers are in play before the changes have been made.
My guess, is they're not including servers 1-10 as they are kind of flagship servers and have been around the longest. Changing them now might cause an unintended backlash due to some of the large power guilds in place. That and they might be avoiding negative outcry from their higher paying players as a bonus.
Yes something needs to be done about this. Not entirely sure what, but something....anything.... It killed the server off the moment 90% of the major players joined 1 guild in 1 realm. If a cap of some sort was introduced it would atleast give those who are still active on there some hope.
I think a points system might work. Each guild can hold any amount of cities so long as they don't exceed the points assigned. for example: each guild gets 10 points. each city is worth the amount of points equivalent to the lvl the guild must be to hold. So a guild could own all 5 rep cities but no others or hold the lvl 8 city and 1 rep city. hope this suggestion makes sense.
