Why do I get Justice material from Arena Chests when all L can get is Ironhart plans?

I am getting materials for Justice equipment in the Chests from the Arena, but all I can get in HR or WB are Ironhart plans. In the Path I am up to Level 69 and that is material for Lightbringer Swords and Staffs. It is kind of ridiculous that the materials that I am getting from the arena are so far ahead of when I will be able to get the plans that I need. Since they changed what drops come from WB, they should also change what materials come from the Arena, although I am not sure to what.

This is the situation:

1. All I can get from WB at this time are Ironhart Swords and Staff plans.
2. The WB drops are the same.
3. The materials that I can craft are the same.
4. The drops from the Arena are two levels above of the plans I can get. It will be a very long time (probably well over a month) before I will be able to use them and by that time I will probably be able to get then by grinding. This makes the materials in the Arena Chests drops pretty much useless.

Any comments?
