Leader cards are much harder to get outside of CW, so I would go with those. Currently, I use mine for medals because I can't seem to get that many medals without this.
Personal preference. Some people want their leader beefed up and also the leader cards are hard to get elsewhere. If there is a particular gold hero you are trying to beef up, using tickets to get cards wouldn't be a bad idea either.
I prefer to get leader cards. Much much harder to get.
It depends on how high is your leader and the Gold hero. You need to take into consideration the chance of sanctification to fail.
I would go with leader as this is one hero who stays with you all the time and unfortunately cannot be replaced. So getting him as high as you can is good.
