Yeah you don't need a wand but you do need some inputs from the devs :D Thanks for the update on the new patch :)
There is a lot of things that needs to be FIXED. I sense there will be a patch soon to address a lot of critical issues.

This is a great game, but it seems that guild domination of the cities is causing servers to die out. Since cities produce much of the wealth and power for players, perhaps the city bonuses should be nerfed to reduce the amount of people leaving.
We might take a look at altering guild bonuses to be more accommodating. Please post your ideas!
Cap the number of cities one guild can own to 4.
That will solve a lot of problems.
Also the last city bonus is garbage. Once you hit that level, you don't really need those stamina with 20 gem for 100 stamina. I rather see something more commensurate with this achievement.... Such as:
Free Banish Buffs (no more spending credits and gems on buffing for Banish) + Double Sails (get to sail 8 times vs. 4). This will give a lot of people small but incremental advantage for owning such a city.
There was an idea posted a while ago about making guild wars PvE instead of PvP. This suggestion allows multiple guilds to hold a city which may prevent a lot of drama and the formation of super-guilds.
While I find pvp more fun in general, GW isn't working. This is worth checking out:

But in this idea no guild owns a city. The guild buffs are attached to the guild level. This opens up all new possibilities. I think this is the best overall suggestion I have seen to make the most people happy and help players grow.
It would address many many issues.

suggestions (its not much and only tweaks, but here it comes):
for the cities:
Koleton, +3 guild chests (first of all this needs to be rephrased into "option to open 3 additional chests" because its misleading):
i assume this is designed to make players spend they contributions faster and then rebuild them by buying more gems and spending them. why not remove the limit and say that owners of Koleton can open an UNLIMITED amount of chests until their contributions are used up.
The last home, +1 free daily lab chance:
make it truly free and give them the first lab round absolutely free = no stamina, no gems
then the first level 3 cities that give you rep bonus i would love to see increased to 50% each or better 100%, simply because the need for reputation has increased drastically at the big patch where they "reformed" titles but has not added any new options to actually gain more reputation.
for the techs
have the skills bestiary and noblesse combined since you gain both by killing monsters in the first place.
mr. popularity and loyality should have 10% per level
there should be a skill for level 4 and up guilds added that influences the timers on blacksmith and talent queues.
Think they already made the free laby city truly free.
More rep would be nice... could never go wrong with more rep.
I do have one thing that i would like to see changed, and that is considering changes in rep requirements needed for promotions, why was it that rep purchases in teh fair were not also changed/increased? They were great to promote yourself (particularly early in game) but i doubt if anyone woudl buy them now, maybe if they were increased 10 fold they would be bought more often. lIf i was to boost in a boss event to 80% using credits and then spend 10 gems to get to 100% i would earn 1k rep or more easily. I dont know how much a small/new player would earn so i cant comment on that, but i reckon 30 odd gems for 1k rep is a bad bad bargain.

Yeah there needs to be some kind of rep boost. It is especially difficult to gain rep on servers with server-wide warfare and 3 or more strong guilds.
I get 30-40% each Banish and have yet to unlock King T.

Well here's the thing. Not everyone want guild versus guild and some feel it leads to the uber guild(s). So my suggestion is to get rid of the competition between guilds first, see how it plays out and then add something in later if necesssary. Whatever the competition is it should not reward the winning guild with a massive bonus like the city buffs do now. It should perhaps be limited to coins/credits/exp/rep, But to take away the city buffs would upset many players. SO my solution makes more people happy then unhappy. Everyone keeps their current buffs, alot more people get the buffs - which could lead to much wanted competition between players. And makes guild warfare worth doing again.
One idea to add a guild versus guild pvp if GWF is changed as I suggested,may be a king of the hill type event. one player form each guild fights. winner stays but does not get to change form or regain hp. each guild receives rewards of coins/credits/exp/rep based on the amount damage they inflicted on the other guild. With the ultimate winning guild receiving a small bonus say a 25% multiplier to the coins/credits/exp/rep

I think this will change the foundation of what this game is all about. GW is a good thing if they place some sort of limt such as how many cities a guild can hold at any given time.
Let me see if I can clarify.

Lvl 4 guild (max 2 cities)
Lvl 5 guild (max 3 cities)
Lvl 6 guild (max 4 cities)
Lvl 7 guild (max 5 cities)
Lvl 8 guild (max 5 cities + lvl 8 bonus ?)
Looks good to me! In any case, the guiding principle should be to have an event during which guilds fight one another. Unlike the current GW buffs, the event could give rewards similar to Banish events, i.e. a one time gain. But as you said, the reward mustn't be too important, otherwise it leads to imbalance; yet, there must still be an incentive (or rather an opportunity) to fight between guilds.
See heres the thing, we have had this discussion on the forums alot. Most players do not want to lose any of the buffs they already have.
There are a few servers where gwf is working as it was intended to work. NO one guild has every bonus every day. And for those servers changing gwf may seem wrong.
But On most servers 1 guild (or 5 guilds in the case of servers 1-10) holds every city bonus. Some say thats not fair, some say thats the way it should be. Some say they dont feel they should have the buffs they earned taken away because of changes. So we have many opinions on this subject. ANd most of them concerned the buffs, some want more, some dont want to lose them.
SO my proposal takes the buffs off the table. Everyone gets to keep the buffs they have. alot of people suddenly get the buffs. Something is put in place to keep receiving the rewards we get for doing gwf everyday, and the door is left wide open for a new type of guild versus guild pvp event to be added later.
I think the issue is how can a guild without cities be able to be competitive with a guild that has all the buffs?
I do not think anything has to be done with or to the guilds that holds all the cities. Let them be. Smaller guilds just need a way to receive buffs so that they can grow at a faster rate and become competitive instead of being left behind and giving up. The gap between the two guilds becoming larger. There should be another way for a guild without cities to become competitive with a guild that has all the cities.
What I think could be considered is to have an event that occur for guilds that lose guild war. It rewards them the same buff as the buff they did not win in the guild war. Something like, host chooses a city, you fight guild war and lose, at that time you go immediately into a team mini QUEST as a guild. If successful, the losing guild gets the buff that they would have received had they won the guild war. Everything else being the same as if they actually won the guild war afterwards, no difference.
It also goes without saying that guilds that hold all the cities are there for a reason. With all things being considered, there seems to be two or more ways of doing everything in this game, why not guild war buffs as well.
And the reason I say give them the buff and not a small buff, is that they need a reason to remain hopeful. Having half of the reward is not enough, but even then, it should not be something that people go to guild war to lose so they can have a buff either. They should have to earn the second buff and it not just be a given away. Guild wars are usually over fast with those guilds, so there could still be time to get it in before noble lady. Go to B, Attack A, guild war over in the length of time it takes to move twice in guild war.
Just an idea.
That just gave me a great idea. How about make special dungeons that takes a whole guild to participate in? Each player gets X moves per day, so it will take about 10 active players using all their moves to complete one per day. When you reach the end, everyone that moved at least once gets a prize. Also clearly mark the difficulties of the monsters in the special dungeon. That way a guild will have to strategize and work together. The strong players need to reserve their moves for the tougher monsters, while the other players need to do their part in clearing out the other monsters. When a level is completed, the monsters improve in power. If a level is not completed, the monsters go back down one level. This way, a guild will need several strong people to go to the higher levels.
Not very helpful for my server as we would be lucky to have 6- 8 active players
we have 2 active guilds on s88 and 1 guild owning all cities, since we get so much more then the other guild in coins/creds/rep theres just no hope for them to ever catch up so yea either a nerf in what number a guild can hold or as was sayd long ago that they were checking to bake the cities in so a guild needs 1 city of 1 type for full bonus.

I am not for the idea of a glass ceiling 0 which many are advocating with this limit on how many cities you own. I am not sure how well that will work on servers that are already dead. Plus teh max bonuses form cities are almost needed to have a chance of getting things down in a time before you die. Say rep for example. Getting the 100% rep bonus as early as possible in the game is crucial to ever reach 3.8m rep for marshall. Now even if you disagree on how long it should take to get to marshall, think about a new player under this system - only being able to get a 20% city bonus or if I fully understand the proposal by pussyriot - having to chosse how many rep bonuses you have versus other bonuses, makes it appear to new players that getting to marshal is going to take 2 years maybe 3 or 4.
ALso pussy riots suggestion. You basically can choose which cities you want so at level 7 you may have 3 that give coins/credits 3 that give rep and 1 for pirates - which i like because this adds strategy. But with those limits I do not see much added competition on established servers.
A level 6 guild can hold 4 cities, so the dump the chest buff maybe dump 3 rep buffs, dump the pirates buff and 1 coins/credits buff.
Now on an established server how many other level 5 and 6 guilds are there to get the pirates and chests buff? I do not know - Could be several on most servers or none. Then 1 other guild gets the other rep and coin buffs.
SO while I applaud pussy riot for thinking this idea out - I am not positive it will work out on the established servers the way it is intended.
Once again make the buffs tied to guild level not the cities so all guilds can have them - then do something different for guild wars where the rewards are coins/credits/exp/rep only. I feel this is the best solution
