Looks like Guild Lock to me
It is total Server lock Andy -everyone on server has left maps atm
Happens some days, though there seems to be a time of day reset for the other side.
There was a time when it happened every day :).

Blockades are a fairly recent thing on my server and it seems to be mostly two guilds butting heads in pirates rather than an issue with maps.
