Dawn, I think Legolas' main concern here is that for realms that have very few active players, the final fight portion can take many rounds to complete, making it very difficult to upgrade banish. This also encourages them to create alts to lower the final fight length.
Why not just exclude final fight for the upgrade? ie. you have to get to the START of final fight mode within 11 minutes (10:13am and 3:13pm) to get an upgrade. As opposed to finishing final fight by 10:15/3:15.
Just curious.. what server are you on Cuddles and what size baal/cerb are you fighting?
I think final fight mode should be removed, and the time limit for advancing to next level bosses be changed from 15 down to 12 min. Then, a random player gets 10M coins for, "taking cerb's head as a trophy," or "finds baal's still beating heart on the ground," and, "pawns it for 10,000k coins!"
By having the rage phase as a separate phase it allows some players to step out after the Boss is killed so that they are not legible for the lottery. I do this when I am not needed to complete the rage phase in time so that other members of my Guild have a better chance of getting the 10 mil coins.
I agree with Andy. It certainly is an option (Yelsha), but I like to step out of the 10m lottery when I get far more than 10mil from the boss (via damage) :)

As dawn explained, the person winning the lottery is randomly selected before rage phase even begins.
