Why is there on the Quest a lvl recomendation? Like if you beat a quest boss it will not let you go to the next one till your a certain lvl. I do't know why this is put into the game. anyone know?

One very good reason is to slow progress. A lot of people are already at the top and waiting for new things to do there. If you slow down the progress at the lower levels you'll have less at the top waiting.
