I'm only getting half of my reward in Gems.

Whenever I defeat someone in the arena who is offering gems as their stakes only half of the reward is received. Is anyone else having this issue?

That is how the stakes work. You get half of the stakes you won and the defender gets the other half. Apart from the treasure chests, of course as there is only 1.
