The "Not So Random" Treasure Map

It seems that majority of the server gets the same exact map piece. at a 50% chance of either side, out of 20 guild mates who claim their side 18-20 of them happen to have the left side. Then to make matters worse, it seems that almost every other guild gets the same exact map piece except the rare event that you can try to steal another side. Can we get a better algorithm with generating map pieces?

LOL better algorithm? Sounds like it's working exactly as intended!!!
