I'd like to adress this topic a bit. The main issue with not limiting them is that the strong guilds are only getting stronger, and defending is easy, too easy, if no one in the offensive guild can beat the top guys defending. It is a one round win. No challenge. I belong to the only 2nd place guild to successfully capture and hold a city in a realm from the dominating guild.
I would strongly encourage other guilds to keep building and trying this! It can be done, and its great fun!!! It is, in my opinion, the exact design of what GW is supposed to be. A challenge, a battle that goes to 30 rounds in defense. Win or lose, its fun. It tests the strategy, involves all members, even the med/low ones. It encourages teamwork and activity, coordination and leadership.
Now to go back to who can beat the dominating guild. If you don't have members that can equal to or beat at least some of the members, i don't think you can ever win. So without limiting lower power guilds probably have little chance. I think 3 city limit, in the first tier, would really get others to hold those cities so more can challenge. If you think it through, no one guild, even strong ones, can really effectively split up into more than 3 groups to challenge or defend cities. So that would give others a chance. Then in subsequent tiers, it can remain the same. The way the buff is divided could be changed or stay the same.
Just think about this as guilds are reaching level 3, and 4. We need more to challenge the level 3 tier, in my humble opinion. Thank you for listening.
I agree with Jupitor on this one. Our guild is one of the ones that controls all the level 3 cities. But this is eventually going to be a self-limiting factor in that eventually we won't be able to defend all of them at the same time. If the smaller guilds would work together against us, they would have a better chance of capping one of our cities. That is what I did with iMurder on the beta server. iDeadly owned every city so I got together with the other guilds and we worked it out who would bid on what city so we wouldn't be bidding against each other. The enemy of my enemy is my friend so to speak. Eventually we started winning against iDeadly.
Today in our realm a third guild was in a position to bid against us and the host absolutely refused to bid. This not only hurt the members in that guild as far as helping them get the gem boxes from the Assistant, but it also in a way hurt our nearest competitor's chances of maybe capping one of our cities. And that's a shame. I don't have a problem with losing a city in a battle if my enemy's plan was well organized and thought out. More power to them. We'll just cap it back the following night. That's what makes Guild Wars fun.

You say that as if you have accomplished something. You and all your VIP6 Darkside buddies decided to come to a less coin-heavy realm and flex your Visa. Water realm had a fine mix of VIP2's, 3's and 4's in both Ziron and in DOOM. MasterTech sold his account and all of you Darkside people didn't like the new management. You all decided to come turn water realm into Darkside part deux because research showed we had the fewest amount of coiners on the server and you could start off a level 3 guild and run the table right out of the gate.
While I do appreciate competition, I do think there is a lack of it now that you are hear. Don't boast about how great competition is when you have like 25 VIP5+ folks now with a million+ power against a guild full of VIP1's 2's & 3's. You spend all you want, that's the way this game goes. But don't go on forums bragging about accomplishments and disguise them as anything more than "we spent more money" because what you ex-Darkside folks did involved zero skill or prowess.

I really agree with all of you. It is insanely boring being challenged by the same guild and beating them in 1 round every day... The thing is, there aren't any guilds growing besides the top 7-8 on the server.

Well, Alma, you have quite a few facts wrong. Your interpretation of what happened, and why we came to water realm is your assumptions which are totally wrong. I won't address MasterTech's acct, but believe that is incorrect also. You sound very bitter and i do get so tired of people using the VIP status as their excuse for not being better.
If you think that we have no skills or prowess then how have we been able to take 2 cities and successfully defend. Such a shame that you don't see the fun in the game, but have to find excuses for others achievements.
Bet they don't say that about the VIP6's in their own guild who they rely on. Come on people, the green monster gets old. If Tynon had not decided to make it an issue by labeling us, maybe it wouldn't be one. How do you think the top guilds in every realm got their guild funds up for lev 4??

You sound like a whiney little kid that got bested at a game and clearly there must be some other reason. You're on a higher horse than most of the guilds with all cities captured so far. Get over yourself.
