I agree with Jupitor on this one. Our guild is one of the ones that controls all the level 3 cities. But this is eventually going to be a self-limiting factor in that eventually we won't be able to defend all of them at the same time. If the smaller guilds would work together against us, they would have a better chance of capping one of our cities. That is what I did with iMurder on the beta server. iDeadly owned every city so I got together with the other guilds and we worked it out who would bid on what city so we wouldn't be bidding against each other. The enemy of my enemy is my friend so to speak. Eventually we started winning against iDeadly.

Today in our realm a third guild was in a position to bid against us and the host absolutely refused to bid. This not only hurt the members in that guild as far as helping them get the gem boxes from the Assistant, but it also in a way hurt our nearest competitor's chances of maybe capping one of our cities. And that's a shame. I don't have a problem with losing a city in a battle if my enemy's plan was well organized and thought out. More power to them. We'll just cap it back the following night. That's what makes Guild Wars fun.
