How do the additional slots in the bank become available?

Two days ago when I clicked on the last one on the right of the top row it said that it would become available after 12 hours of on line time. I have been on line (except from when I have been disconnected by the server ever since then and now when I click on it it wants me to pay and says nothing about when it will be opened up.
