The reference to mount attacks is a vestige of a previous version of the game where your Mount was actually an item that went in that slot. It was changed to a Spirit item, but a few of the old tooltips haven't been updated yet (same with relic being called accessory).
As for the mount granting power: we don't have any plans to do this. Buying a mount is a purely cosmetic upgrade that makes you look cool. If you don't care about looking cool, then don't buy it.
Well that solves that mystery for me (I didn't play the original beta of Tynon, I started with the second iteration so that makes perfect sense.) and I totally care about looking cool, can't wait to get that dragon and then go prancing around town on my dragon...
