Caribbean pirates - Preparing battle glitch?

When I try to attack a boat to get a map piece, it stops at 9% on the preparing battle bit, and then if I exit, I have no idea what happened, if we even fought and I have a cool down timer activated on attacking other boats.

I have noticed mine lags a lot when trying to load Naval battles in particular, and that lag is sticky around 9%. Usually I walk away and see if it sorts itself, and usually the battle will finally load. Also, you mentioned you have a cooldown timer, do you also have a map piece? the cooldown timer indicates that the system did indeed register an attack attempt.
