It's hard to say what's going on but as its beta game changes happen all the time and therefore the developers may have decided to limit the level on on particular type of equipment type (apprentice, hope bringer, etc). So you will have to upgrade the armour to power up, probably a way to slow the super power uppers that have done so well in beta.
Regular changes are reason why beta servers rarely become live ones.
