I haven't gotten that far in the game, yet, but it makes me not want to bother. The thought that one of my cherished heroes will be rendered mentally incompetent by a "promotion" is highly unpalatable. Rather like teaching Kung Fu to a frog, I should say.

It would be nice, if the randomness of the boosted upgrade was STAT based. However, if you are to continue playing with the skills, care should be taken as to what you do with your customers' hard-earned REAL WORLD MONEY.
