Just out of curiosity are you at least level 30 and have you already completed the Captive Curse Scholars quest? If yes then you may have stumbled on a glitch, if no then the game just corrected itself until you meet the two requirements I was asking about before.
If you do meet the requirements you might want to go to the billing support tab on your login page for Tynon and submit a ticket for your issue. Even though it says billing support you can still submit a ticket for your issue so it can be looked at.
