Guild Techs Level 2

eureka - Might of Helios - MacOS X - Guild "pk"
Science Museum is Level 2 in Guild Manor
I have 6k+ contributions available for Guild Techs and all techs are currently lvl 1
When I click "Learn" to upgrade Tech to level 2 the "Contributions Needed" goes from 4k to "-" but my tech doesn't upgrade and my contributions available don't decrease
In other words, I can't seem to upgrade my techs to level 2, please help
