Can arena be reshuffled? Fix regroup

Our guild would like the arena to be reshuffled so you can be lower in rank again and work your way up. Now we are stuck in the high ranks which give great rewards, but is less fun playing and gives less chance to get to the special stakes that drop. It also gives no room for other players to rise and gain the rewards we are hogging as a guild. It is also not so much fun to have to beat your guild members all the time . There is a question mark in the top left corner saying the arena would be regrouped, but I have not seen a change yet.

Is this a feature that is meant to work?
If not can it be implemented?
What do others think of it?

try removing your equipment and heros and you will drop yourself down without shuffling people who like the daily payouts

Nope that doesn't work. Most have tried. Besides, it says it will regroup every sunday. It needs a fix imo.
