I think I remember it being said somewhere about Tynon introducing guild warfare. So logically guessing its probably something to do with the city taking feature under the guild tab.
Forum Moderators are volunteers and are unable to fix in game problems
I am guessing that it activates when you are in a safe zone? I could be totally wrong though.

It's for guild warfare.. your guild level needs to be level 3 to go after the npc bonuses
Guild warfare is daily 8pm-8:30pm server time I believe

The greatest trick the Devil ever pulled was convincing the world he didn't exist.
They haven't given me patch notes on the icon yet, so I'm not sure.
Once I find out, I'll let you know.
