You're a dev, so please explain to us how that works out, because it doesn't make any sense from our perspective.

Unless we're all wrong and magical attacks CAN be dodged as well as having such an insanely low natural accuracy rate, in which case I say: WTF! Why would you do that on purpose? Even for balance reasons, it's ridiculous. We're not just talking about the luck/randomness of a stun resulting from a hit, we're talking about actually hitting the opponent at all. If mages can be dodged as well as having such low accuracy, then what is the point in using heroes that are going to hit less than half the time as people get stronger, open rune slots, and add dodge runes to their arsenal.
Hit increases the chance that a mage's attacks will hit. You can see this for yourself by mousing over the stat on the hero screen.

We're not going to go into detail about exactly how stats work, because we don't want to remove the mystery and the chance for players to discover the answers for themselves.

At this point in the game, I think its fair to say that people making categorical statements about how things work may very well be wrong and you should test things for yourself rather than trusting a stranger's word for it.
