I have Catherine, and have a Preciseness lvl 6 on her. She hits almost every time now, very rare misses. And on World Bosses he hits EVERY time. Low stun rate, but that seems to be how it is ith Cathy. So in my experience, HIT works on Cathy. Haven't gotten another mage to try it on yet. Mileage may vary widely.
