Has the game even been fully developed past level 69?

so far and I do mean so far I only lvl 66 and I was stuck and am currently stuck at a boss area of around 58-60 the boss I currently have to beat has 7.07 mil br to my 3.5 the boss I just beat had 4.04 and was a pain in the arse and kept me from winning for the better part of a week...I had to be within half a mil in br with him...now granted I use absolutely no magic defense runes on any of my chars and that is all that the boss uses to attack with so yes I understand other players being able to win earlier and with less br. With that being said I can only imagine how much personal br a player would have to have in order to compete in the 60+ areas...so the predominant focus of fixing bugs and glitches and not worrying about further game development is warranted only .2% of all servers are their and of that maybe 1% of the players might be able to get to that area.

I had an official answer back, the level 70 maps are locked... (unfinished) Why would maps be locked when u have multiple players over level 70?

The level 60+ areas are easy, its just that current boss....
