Heaven's palace rewards are terrible, guild wars rarely works, city bonuses rarely work. Right now I'm currently running back and fourth between A and B waiting for it to unglitch with my whole alliance, good times! I'm not spending another dime until a lot of changes are made.
And just to rub more salt into the wound let me suggest that developers are playing the top game characters so that you can't get past their jacked up sanctifies and runes in higher level of palace play without sinking a ton of cash into runes, boosts and sanctifies.
