They use different connect pseudo ports in the TCP/IP protocol to route inside the home network. Therefor users would have to buy costly anonaous high speed web proxies services to fake the IP and most are to cheap to do that.

This alone, along with storing PC name in cookies and maybe special digital certificates that use a hash of the PC MAC address as the private key would get 80% of them - certainly those who use static IPs (e.g. cable modem companies).
Riverbum - this would get either me or my fiancee, or both of us kicked off. We appear to have the same IP because I mask that with my router (I'm an IT guy). You wouldn't be able to do it based on IP at all, not even MAC address. What if my lady logs into Tynon from my laptop after I get off?

Store PC name in cookies along with a unique session identifier (requires users on same home LAN or work LAN to have different PC names). Could also use digital certificates through free registration service that hashes a pass phrase that the server recognizes as legit. The online banks use unique picture images stored on PC that must be associated with the physical PC. If not present they ask confirming questions to say its a new PC for the same user. Just ideas...
