I think the whole idea with cities was the guild who owned them got to enjoy the benefits. Servers 1-10 didn't have their GWs merged to become cross-realm because the majority of guilds on those servers already owned several cities. It was must probably considered unfair to take those cities off guilds and I can only imagine the uproar if they did.
This isn't Evony folks and GWs are only one small part of it. There is plenty in the game to keep yourselves amused even a good old fashioned banter in guild chat relieves the boredom.
