The reality is, the game makers don't care how bored you are at your server. Sacrificing the lost cities for a little competition is definitely worth while. Why would they put in the effort of merging servers, when they can just make fresh new ones you can jump and waste your money on. The weak will leave the current server and join a new 1 that they can get stronger on. While the strong will get bored of being strong. They'll stop making servers when people stop joining them and shoving more money than the older servers are.
