I'm stuck, according to the different icons, I am working towards recruiting a fourth hero - the problem is that I can't seem to recruit a third hero . . .
I am level 32 and when I go to the hero screen it does not give me the option to recruit. Help? What do I need to do to get the third hero?

you need to press refresh then shuffle will show up, shuffle and pick a random hero. rinse repeat

Maxx is correct, and that is done in the Heaven Tavern.
but i did that and i pressed recruit but this thing pops up EVERY TIME saying upgrade power.
that means you are not yet upgraded in the talent to perform Hero's Presence. You get more slots to add to your party when you upgrade that skill. Click talent icon when your cool down timer has elapsed and train it.
P.S. You can't recruit monsters and Non Player (game) Characters [NPCs] nor other players - they'll just look at you funny or attack you...
