Anything has its abuses. If we design the game solely for the purposes of defeating those who exploit, then it ruins the game for everyone else. There are plenty of people around my power who I can't attack...It seems pretty dumb to me that this is the case.

Well that's too bad. I find this idea terrible because of how power growth can go up or down based on small changes.
