It's very simple. WB was allowing people to rise too fast. They earned it, but the problem was, once one person earned it, there was very little chance for anyone else to earn it, because the reward for earning it made it easier to earn the next day and every other day after that. The devs want more people to have a chance, so that the people stay in the game. This should be obvious to you by seeing the final blow change and the plan drop change. The chip removal cost seems to be designed, from the beginning, to slow the people who loaded up on level 4s (and we are talking about level 4s because that's what the reward in wb is) is that they have to actually think ahead when embedding their level 4 chips - Do I want to blow my load on all these level 4s now, or do I want to maybe have some patience now in exchange for reward later, and wait until I synthetize (Tynon's word) some level 5s or higher later? Now, especially with the lab changes, if you someone is patient they might acquire some level 5s and gain an advantage over the person who has been lording the level 4s over them.

Obviously you are now wishing you had waited for some level 5s. Sorry, you can't have your cake and eat it too.
Having level 4 chips is not a guarantee for winning first in World Bosses, especially because only three out of the seven level 4 chips actually grant you any offensive capability for those bosses. Defensive chips grant you nothing, and herein lies the problem with your argument.

Your explanation, while sounding nice on the surface, doesn't actually address any real problem. You could get defensive chips for two weeks in a row and have zero damage increase from those chips, and someone could easily overtake you in that time for first place.

Given that and my previous explanation on the incredible slowdown that occurs over time with power gains from chips, I reject your explanation for why this supposed barrier makes sense (not even counting the fact this barrier existed before World Bosses were even an issue). It doesn't make sense and it's simply baldfaced greed.
