I have thought a lot about this. This actually discriminates against the players that do not spend money to buy Gems. They need to build up their chips by buying level 1 and 2 with Coins or Credits at the Fair and merging them. It is unreasonable to expect them not to embed the level 4 chips when the have created one because it will take them a long time to create 5 level 4s to merge into a level 5. I guess this is another way to inure that if you want to be competitive you have to spend money in the game.
