I was one of the first people to complain very loudly about the plan drops after the last change. And I have come to the conclusion it is fairly random. I have Baron Fuego defeated in HR. Which means for Banish I can receive any Guardian Plan, And I have received a pretty fairly random supply of everything fro swords to relics. Some times i get 4 swords in a row. Other times i get 6 different things in a row. Pretty much like HR bosses
