It takes 3 hits with no morale to launch a skill attack. SO that should be at least 33.3 morale per hit Which if that is all it is you need 67 morale retained to launch a skill attack every other time w/o being hit or every time if the hero is hit and does not block or dodge.
IH bonus is only 65 morale retained which means 2 hits are required to launch another skill attack
