Age II Evony used this system for years. And it worked great.
If the star system was a constant one, IN DUE TIME, EVERY HERO would be 15 stars.
I don't think that's what the devs intended for.
Starring is a luxury to those who can afford the risk.
It's not a necessity or requirement.
You can play fine w/o giving your hero more than 1 star.

I would like to see the chances placed back on the stars atleast. Before it would tell you rather or not you had a chance to lose a star. Example is going from 4 to 5 no chance of losing a star. going from 5 to 6 if you fail you lose a star.

What I would like to see is that if upgrade fails it not looses any star but next attempt cost one more medal.
So for each failed attempt 1 medal is added to the cost, but is reset again as soon as you have an attempt that is a success.
