SO arena chest basically drop materials for items related to your actual level. Sometimes even higher. So those of us at level 80 or higher are getting materials for justice plans. They are just sitting in inventory eating up slots unless you sell or abandon them.

Could they drop materials based on HR like Banish does for plans?

I'd be fine if they dropped materials for up to the next three bosses you have yet to defeat in the Heroic Realm. I have some Lightbringer materials and I'm still working on Guardian and Champion gear.
