I think what Peeta means is that the statement "Hit Rating has long been none to help with mage attack accuracy." is false, since HR does help mages hit more.

Got a hypothetical for you guys. my calvin has a saint bonus of +15 moral and currently a +100 moral rune. his suit gives him 55moral retention. My question is if I upgrade his righteshness to lvl 9 giving him +130 moral will this allow him to consecutively skill attack. ???
Hit rating improves the Mage hitting but it has to be very high before it starts working. At least it does for Sha and Queen Bryn. Not sure about the Blue Mages.
No. No matter how high your initial morale is, only the amount listed in your spirit item will be retained after a skill attack.
