Oddly enough, the level 9 destruction rune only requires 23K rune experience, while the level 10 needs 30720 rune experience. Are all blue runes like this, or just Destruction?

I think the runes double the amount experience you need every time you upgrade.
Level 10 yellow/gold requires 245k.
