Stars give a 10% bonus and take a 10% bonus.
Example: Say you have 105 command and 2 stars.
105 command and gain a star = 115 (3 stars)
115 command and lose a star = 104 (2 stars)
104 command and gain a star = 114 (3 stars)
etc.
See the issue with the volatility of stars. Seriously the game needs to be better quality tested before things like this come out.
Although since star bonuses off so little in the way of actual in game bonuses to damage/defense its impossible to tell as all results stay within the same range of data swings. (1 star is about equal to or less then 1 item level upgrade it feels)
