I am not sure if this will be a solution to GW or not. At 1st look, you would think smaller guilds would have a better chance, but after thinking it over...I think it would be the same as it is now. On server 2 there are 5 top guilds holding all the cities (as I am sure is the case on most servers 1-10). If I understand Dawn correctly, a guild will need 1 city to get a 100% buff. 5 rep cities, so each of the top 5 will own 1 and the smaller guys still have no chance. 4 of the next, so one of the top guilds will always battle for it. The remainder of the cities are 1 city each, so I guess that is where the guilds will really battle. Maybe the solution would be a guild can only have 3 max cities? or maybe cities reset back to npc's once a month? No matter what we suggest, it will throw a rod into an already glitched game. I think the biggest problem in GW is that you can garrison in B and take A. There is no strategy in GW. Even the top guilds are bored with it. Rolling the dice to choose a city to move to would be more fun than the way we do it now lol.
