As for the arena: that really should be kept apart. It's a competition between players, not guilds. If you combine that too, there's almost no reason left to still have multiple realms. On our server, we have 3 guilds because we have 3 realms. Make realms useless and all players will run for the top guild, leaving a server with only 1 guild that dies in a hurry because it's not fun to play.

Conclusion for 39: combine arena: NO, split GW: maybe
This is where the dilemma is. For the current seperate servers 1-10, a cross-realm GWs and Arena would be a fail, namely the big players are used to having the rewards and will go where the profit is. Even if the number of cities held is capped, instead of having 5 strong guilds and some small ones, that'll be whittled down to 3 with possibly two lesser guilds. Put a member cap on that and you'll throttle the life out of what's left.

For you it's working out well and you have enough competition to make it work. Yours, however is the exception not the rule. Very often in the 11+ servers a uber-guild evolves.
