IMO the entire Guild, GWF, and realm system needs re-evaluated. The current systems on both 1-10 and 11+ do not encourage competition.
However any changes should not create a situation that will kill of any server, but instead revitalize all servers.
The most important change needed is GWF fixed. Its glitchy and buggy. Refreshing for rewards should not be necessary.
I believe another important change to help smaller guilds build up is to remove the need to upgrade the science museum. Merge what techs are available and what level you can upgrade them to the guild level itself. Requiring two separate upgrades costs too much in guild funds and time. By merging these together you will allow smaller guilds to have access to more tech and possibly allow them to grow more.
I believe part of the solution is to make each city give max buff. SO level 3 cities give 100% rep. And this must be combined with adding additional cities. However there should be no cap on how many cities you can hold, just a cap on the buff. SO you can only receive 100% rep bonus even if you hold every level 3 city. Capping the # of cities you can hold only makes it easier for uber guilds to defend. If they only have 6 cities to defend against 4 other strong guilds and 3 smaller guilds that is easier then say if they held 9 cities and had to defend against 4 other string guilds 2 medium powered ones and 5 smaller guilds.
I also believe there needs to be cities for level 2 guilds to obtain. Allowing new guilds to get into the fray faster.
Reducing cool down times may prove beneficial on brand new servers but would have little to know effect on established servers except for level 6-8 cities
Limiting guild members on a brand new server may actually work, but could destroy established servers unless some type of compensation is given as in the creation of a new guild that is already at level 5 or 6 for the players who must leave a guild due to a member cap to go to and still be at the same place they were guild level wise.
I also believe removing the realms entirely could be a possible solution as well for guilds and GWF. However this would really destroy the arena system as it is now. SO to do that would require a completely revamped arena model that is teired in levels allowing passage up but not down in the teirs allowing multiple players to achieve rewards or to reduce or eliminate rewards in arena to remove the major focus of being in the top 10 of your arena daily. However there must be a reward for achieving success in the arena otherwise the arena becomes pointless.
however no one idea mentioned is a fix all for everything everyone would like. I believe it will take a melding of many ideas to come up with a suitable solution that
A. makes most players happy
B. revitalizes all servers
C. Helps extend the life of servers and the game in general
