Just checked the 50 contribution Silver Chest I hadn't opened for over a week now since it had a lousy map piece. Now it appears as if it's been shuffled to reward coins. So it appears that you're not forever stuck with a level 1 chip on a Gold Chest, so long as you're patient. Keep this in mind as you spend/don't spend contribution on chests.
