Did everyone at level 90 who won in World Boss get Judgement plans?

I did not check. I will check in my realm at Baal time.

I did some quick checking and a level 65 got a Guardian sword and a level 89 a Justice Cloak. That is consistent with the way it used to work. The other level 80 in my realm also got Judgement plans.
