I don't see it as an exploit, though I can see how you might say that. As it is, we have one player who can throw everyone off. Her being at full power makes the difference between me getting to the silver palace and getting through the whole thing. If it's as intended, I probably wouldn't bother to boost because it's harder to boost in HP than in WB and I wouldn't ever make my money back. One version might be too easy, but the other version is too hard and benefits the larger players in a way that creates a larger imbalance.

I also said this could be looked both ways. It's perfectly obvious that this is not what the devs envisioned, but others see it as an opportunity to gain more rewards than they would otherwise normally. And it's this I'm afraid guys makes it an exploit.

And since those setting the 1 hero formations are probbaly not the ones who need this done, but some may

Who is doing the exploiting the people setting their Hp statue formation to 1 hero
or the people who go through HP knowing that the statues are 1 hero formation and probably dont need to boost and running through to 80,90, 100?

Help! Papa is being repressed!

You can look at it however you wish. Papa is posting a major point in that the full formation alternative to Heaven Palace would achieve nothing but imbalancing the server so the rich get richer and the poor slip further behind. In the spirit of competition it is not about beating up statues. It is so the same three people dont rake in the benefits all by themselves every weekend to pull further and further ahead of you from a competitive stand point the other five days of the week. I feel as I have not cheated or exploited anything in being reasonable when i make my appearances in the statues. The full formation alternative surely won't see players boosting to participate. It is bad for business in my honest opinion to not keep this game exciting for the little boys and girls who would only dream of beating Senile, Papa, Untamed, or myself any other time. This is not such a bad thing.

Is using the game mechanics seen as a cheat or exploit? I thought it was just smart and observant.

This particular one discussed here benefits all, not just one.
In fact it is absolutely done for the greater good since the ones to do it don't really need to.
They can finish without the adjustment. Also, one can drop in arena when one wants.
This way the whole server does the event and boosts, which in the end will also mean more income for Tynon.

In my view - but just me ofcourse - it actually makes the game and server more balanced since this way (almost) all players get acces to the rewards.
Not just the high powered ones so it bridges the gap between big and small somewhat. I feel it imperative to make sure the smaller powered also have a fun game to participate in.
They are part of the server and already get a raw deal, get bored and leave.

Most games I know have areas where the players can go and are at the same level.
I feel this is what palace gives when the game mechanics are smartly used to have different formations up.

I would say it is exactly what the devs wanted - Think, be smart and make the most out of this game without cheating.

But again, just my view.
