    3. Players that had not joined and enter the fight after the first round starts are assigned to G.
I don't think you understand what is being complained about here...

(EVEN IF) people claim and join, and the hosts set a person to a specific city, they don't necessarily end up in that city (EVEN IF ONLINE)
