Because damage dealt and damage taken etc is only 1 of many factors in a battle.

This manipulation can be done via how many crits are landed or not landed, how many dodges happen, how many stuns land, how many misses, how many blocks. There are lots of ways to change teh out come of a battle
Go and attack Minister in heroic realms now. See how much damage he does to your heroes.
