I was one of the first to kill Minister on my server. I had 10m power back then. Minister did 18-20k damage to my heroes (when i looked into the replay).

I am over 30m power now. Minister does 17-18k damage to the two heroes i left in my formation. both have over 80k hp each. magic defense is 2-3k more than when i first defeated Minister (i don't really add much to magic defense).

I think this debunks both your theories.


edit: i looked at the replays of the two other guys and saw that Minister deals 17-20k damage to both of their heroes.
