hi i play everyday but my power level does not rise as much as other players. plus my power level goes up and down each time i load the game. it was 2 million but this morning it dropped to 1.9 million can u tell me the problem and how to fix it.

also i would like to know if a player has two million more power level than me is he allowed to attack me over and over again. somehow that does not seem fair
