This won't change. Alot of players will show up for a new server, spend quick cash to race for the top, then leave as soon as the writing is on the wall as far as the super guilds and super players forming. Why stick around as a second-tier player if you can try for the top on a new server? I also joined server 100 recently for a fresh start, and by the second week there's realistically only 3 guilds left, and by the end of the first week the activity had dropped significantly.
I've noticed over time this cycle seems to be faster lately. I think it has something to do with the site traffic, which was recently reported at 61 "unique visitors" per day, which is rated appropriately as very low traffic, since not all visitors will become active members. I think most of the "new" players nowadays are rollovers from previous servers, as I keep seeing the exact same player and guild names popping up. There are also guilds from previous servers who server hop en masse to escape the uber-guild tyranny because they can't possibly win any cities where they are currently at, or to become the uber guild themselves. There's an increase in guilds that advertise "experience since Beta," for example. Most of the top guild on server 100, in another example, came from server 74 with the plan of taking over a new server.
What this has created over time is a system where new servers have higher "game IQ" than old ones. Whereas in older servers people hung around longer, newer servers are separating between the lions and lambs within a matter of hours. As in, if it's the end of day 1 and you're not in the same guild as that person buying 8 mysterious chests in a row, you're better off just packing up and moving to a new server because you already know you have no chance. On older servers I've played on, guilds that had no chance would form alliances or otherwise keep trying for awhile. On the newer ones, it's a ghost town by the end of week 2, since everyone already knows what is coming. Servers die faster now than they used to.
No one would bother spending if they had no chance to win. Some people simply have unlimited resources and it's not worth trying to compete with that, or being stuck as a carrot in their arena or carib farm. So, while it may lead to inaccurate advertising of "full" servers, new servers provide an opportunity to hope for a better fate.
This game is a quick play. The top players on server 1 have the exact same stuff as some players on servers 50+, just more of it since they've been around longer or spent more. Conversely, there are players I've seen on some 60+ servers that would be ranked in the top 25 on server 1. Meaning, the game options and mechanics don't change, so if you're one of those people who just isn't going to click a Lightbringer HR boss 500 times a day hoping you accidentally win, continually starting over provides one of the only new challenge the game has to offer. Additionally, a game with 1000+ servers gives the appearance of being more popular than a game with 10, so between money and advertising it wouldn't be in Tynons best interest to slow the server expansion.
