I know you are probably not looking for input (your original post sounds like you guys already have it figured out), but I will give my thoughts on how this could work:
Servers 1-10 have been living fairly well for a long time (relative to other servers that can "end" after a month). This is due to the competition: the same amount from Guild Wars, but battles on the sea are more versatile when all large players have not banded together and players have more options in guilds -- instead of having a single guild that owns all cities, you have 5 that each owns their own set of cities.
What I propose is to go back to this; merge 5 servers together and make each server a realm. So, for example, all of server 78 (my server) would become Forest Realm when the servers merge. Go back to having 5 realms instead of 3 as well. This would keep Guild Wars as it is now -- we would be fighting the same people, but the seas would become much more interesting. It would also give players who dislike the super guild of their server the option of leaving the realm and joining another server's super guild, while still giving others the familiarity of faces/names in their own realm. Perhaps give everyone their free realm transfer back when the servers merge.
